Because it will always be worse if/when the investigator finds out themself.

OP- if this is just for a secret clearance you may never have an investigator contact you for an interview. It just depends on what else is in your form.

If you’ve did it one time just leave it in the past. No need to disclose it. You already said no so just stay clean.
