DS-7801 - Advice on Financial and Controlled Substance Use Disclosures

Hi all,

I’m preparing to apply for a low-risk/non-sensitive position at a U.S. Embassy abroad and need to complete the DS-7801 (Overseas Vetting Questionnaire). I want to be fully honest while also framing my disclosures appropriately. I’m looking for advice on how best to disclose past financial and drug-related issues, particularly in the 10A (financial difficulties) and 10B/10D (controlled substances) sections.

Exact wording of questions:

“10A.1 - Have you experienced difficulty paying your bills during the past seven (7) years?
10A.2 - Has the financial difficulty mentioned in the previous question been resolved

10A.3 - Have you formally declared bankruptcy (an inability to pay your debts) during the past seven (7) years?”

“10B.7 - Have you ever used any drugs or controlled substances? (Use of a drug or controlled substance includes injecting, snorting, inhaling, swallowing, experimenting with or otherwise consuming any drug or controlled substance)

10B.8 - Have you ever used any drugs or controlled substances without a doctor’s prescription?”

Context:

  • I had U.S. bankruptcies about 10 years ago and about a year ago, fully resolved. My non-US finances have basically always been in good standing.

  • I used marijuana in high school/college (about a decade ago) and later when legal in the country (frequently for a few years) (occasionally for a few years), with complete cessation a couple years ago.

  • I experimented a few times with a couple other substances in high school/college.

  • I had a medical recommendation for marijuana starting ten or so years ago and that covers a lot of the mj use. Not a prescription but a recommendation from a doctor in the US for medical use in a state where it was legal.

My questions:

  1. How do people typically phrase these disclosures in a way that is honest and factual, but also not unnecessarily damaging?

  2. Should the U.S. bankruptcies be detailed in 10A only, or also referenced in 10D? Should I proactively disclose the one that falls outside the 7 year window? Should I state my finances in the foreign country are good? Or will the investigator likely have access to that anyway as they have my tax ID number for the country the job is in?

  3. How much context should be provided for past drug use (legal vs. illegal, frequency, medical use)?

  4. Any tips for balancing transparency with not unnecessarily highlighting low-risk historical behaviour?

I appreciate any guidance on phrasing, structure, or examples from people who’ve successfully navigated similar disclosures.

Also, what would you say my chances are in getting the security certificate/clearance based on this information?
