How much of SCI investigations are shared with lower-level clearance investigations?

If a concern is brought up during a SCI investigation, is it automatically shared with future investigators even if they are at different organizations and for different clearance levels? Are there some categories of information that are not shared from SCI investigations to lower-level investigations?

If concern = adjudication issue, yes. As repeated many times, the adjudication issues are the same for every investigation, the depth of the investigation and the risk management decision are the biggest differences.

So, an issue developed during a Tier 5 investigation (which among other things is the investigation used for SCI access) that may deny you access to the SCI special access program may not be adjudicated as a risk for other access. Foreign attachments are a common issue in this area.
