The instructions on the SF-86 the Subject agrees to also advises them of the Privacy Act of 1974 and the Subject consents to the following:
“To any source in which information is requested during the course of the investigation, to the extent necessary to identify the individual, inform the source of the purpose and nature of the investigation, and to identify the type of information requested.”
You should catch up on some reading of the Privacy Act and what the Subject consents to during a background investigation.
Maybe they were Bible Colleges ? My point is you sound like an out of touch sexist boomer with no insight into the generation of young people that are working today. The young college students of today don’t always exhibit the “unique characteristics” of the male or female sex. Women can wear pants now and men can paint their nails. Personally I think it’s unethical to interview neighbors who don’t even know the Subject’s name. I used to do it, but it came back to burn me once and realized it could definitely cause problems within the investigation.

I have never once written off a RESI without making diligent attempts. I’ve also literally NEVER interviewed someone who can only identify Subject by their height and weight. That’s absurd.
Doing this job “properly” is different for every situation and every environment. It’s a stong accusation to throw. Feeling “awkward” while doing it is part of the job. Get used to it. If someone shows up with an ID identifying as the Subject and is able to verify DOB, SSN, etc. that isn’t really on us to confront them and refuse the interview if their paperwork shows as male and they look effeminate or female. Some would say our “fallen” society is actually progressing ahead of many other countries in the world in regards to women. Women in our country can vote, own land, and decide how many children they want. Don’t forget that in was only in 1875 the Supreme Court declared women a “seperate class” of citizen that was NOT entitled to vote. It took another 50 years for things to change. Now that they can vote they can also chose to dress and act like a man if they want…perhaps just to get ahead in life.
