What does this mean “Subject does not meet reciprocity requirements under SEAD 7. Subject has listed IFR/Waiver in SC and in DISS, under another government agency. Files have been requested, pending review with adjudication for SCI eligibility. No additional action required at this time.”

It means the gaining agency cannot accept your previous investigation under reciprocity because it was adjudicated with a waiver. They requested a copy of the investigation for their review/adjudication.
