I haven’t heard any rumors like that. I’d like to think that wouldn’t be the case as the NBIB contract provides more work than any of the other contracts
I could see it happening. If they just had to maintain a contract (1099) force that would be very little overhead. But you start throwing in reviewers, training, hourly employee, tech support, and QC, that can add up quickly.

I am assuming the subs will be in the same boat as their parent contractor, although from what I have heard (and I take everything with a grain of salt) the subs are required to receive a certain percentage of the workload. But of course that is all based on if there is any work.
And that percentage could be crap work too. Just saying.
Very possibly. I think that the active vendors have some belief that they will be able to support all the personnel they have hired. But rumor has it they finally came to the conclusion that they do not know what the workload will be like. Anyone who has worked in this industry long enough has seen how greed plays a role.
Rumor mill has also spit out that this will eventually become a 1099 industry supplementing the government. I think that is going to happen sooner rather than later and there are already signs…(i.e. Perspecta).
What do you mean about Perspecta. I thought they were hourly employees with 1Force doing the 1099 work.
Perspecta/KeyPoint has had independent contractors for years. Perspecta requires you have a “business” so you can’t come back after them claiming you were an employee. There have been many lawsuits over this issue in the industry since 2007.
CACI stopped using independents a few years ago, probably to avoid the lawsuits.
I can assure you that most DoD contracts with a major defense contractor absolutely require Small Business Set-Asides (small contractors). “Small Business” in federal contracting terms can be a very large enterprise but they still use the name. When I think of small I think of a mom and pop outfit. Small in DoD contracts can mean hundreds of employees. If I remember correctly, any contract over $500K requires a Small Business Set Aside. This is required to even the playing field a little. Most smart DoD companies partner with several small companies to make sure they are covered. They are required to set aside a certain percentage of the work. It ranges greatly from contract to contract. I’ve seen as much as 40% set aside for contractors. I’ve also seen the Prime be replaced by the Sub due to performance issues. It’s a crazy game.
Interesting. I thought they ran all the 1099’s through 1Force. Good luck. There was good money in the 1099 side (before this cutback). Just make sure to keep a good chuck back for taxes.

I worked in the PMO and I started hearing about this after he left, around October or November 2018.
Adam Lurie bloated earnings and projections. I dont know the specifics, but basically he lied and said that the contract was profitable and making a ton of money when it was not making close to what he claimed.
My department manager was aware and most senior level people were aware but they couldn’t really do anything. At least that’s the impression I got. After Adam left everyone openly talked about it in the PMO and the consensus was the same - what can we even do about it at this point?
GDIT brought in a new guy, Paul Nedzbala, and from what I heard from multiple senior people was that he was brought in to assess and ultimately shut down the whole contract.
I feel the most for the investigators. With the volume of investigators being laid off the job market for similar positions has become so much more competitive. I’ve heard that even getting hired at CACI or SCIS is taking forever just because of the amount of applicants they have now.
I’ve been in the same situation before and I know its stressful. If you’re in the DC area, look at DCSA jobs. They recently posted over a dozen on USAJOBS. Treasury and Secret Service also have a ton of openings.
Yes I was with gdit but was lucky enough to find another job that turned my ssbi to Top Secret from JPass

Which contract? GDIT was (supposedly) looking for independent contractors for the DHS contract. I wouldn’t trust them.

I’m going to consider it again. I’m just quite intimidated by keeping track of all of my own expenses. I need to get past that before I consider it again. One company asked for an LLC as a requirement, which is also a bit intimidating because I wouldn’t know where to start on that one.
