I wonder if some of these rules regarding the length of time a person can be away from a cleared position have been informally observed for some time already… I have heard of a handful of cases where people were away from cleared work for over two years and got back in quickly… for positions requiring a secret clearance, that is.

This is a huge leap forward! Once fully rolled out it should help with clearance backlogs. At times we had people waiting 3 to 4 years in the system. I’m sure each agency will continue to believe they are the only ones doing a good job on investigation and adjudication, and never fully trust each other in the “Transfer of Trust” process. But kudos to the intended reform
