It can. Why? Imagine you are there to work packages, and you have to move 30 monthly. You pick up yours…and realize it is complex, lots of things need run to ground…you move to corner of desk. You push through the easy ones. If no entity is pushing for results it gets easier and easier to push yours off the desk. They go cold. If they get a slow spell, they may work a little bit each week on yours. But time is in your favor and moving. The further most of it gets in your rear view mirror…the better.
