The DOE Office of Hearing and Appeals reviewed 106 personnel security and Human Reliability Program (HRP) cases in 2016 to determine whether to deny, grant or reinstate DOE clearance eligibility. This is a significantly smaller number of cases compared to DoD’s DOHA which reviewed over 1,100 appeals in 2016. The trend for issues involved were notably different as well, with mental conditions out-pacing all other issues except for lack of trustworthiness (which includes financial issues) The below chart published in the DOE OHA 2016 Annual Report shows the issues and trends over the last 3 years.
