Adjudication delays and guidelines

Dear Marko:

My Top Secret Security Clearance has gone into a black hole. It’s been more than a year
and no information is available after the case has gone to adjudication stage.

My offer of employment says that the job offer is subject to obtaining security clearance
license within 10 months. Since it is more than a year now, my employer just says they
are waiting too. They have neither extended my offer validity nor withdrawn the offer.
Is that something to be contented with ?

My questions are: A) Is there an option for adjudicators to remain silent forever on a security clearance case ? Are adjudicators bound by law to declare their decisions to close a case ?

B) Is it binding on employer to inform extension of job offer or cancellation of offer in a written form ?
