This happened to a friend, but I’m curious to know why. He received an SOR for a DOD Secret, because he’s married to a foreign national from Eastern Europe. Sent a substantial response, but now he’s received what seems to be a second SOR, but from the DOHA judge. Did the judge raise some issues that weren’t addressed in the first SOR, or is this something completely different?
