Foreign Contact Phone #

When reporting foreign contacts, do I have to enter their phone numbers or emails? If I do enter them, does it mean government will reach out to them?

Good question, and a common one. The SF-86 foreign contacts section asks for identifying details about each contact, and some fields let you indicate that information is unknown if you genuinely do not have it. If you do know a phone number or email and the form asks for it, enter it accurately rather than leaving it blank on purpose; incomplete answers tend to create more follow-up questions, not fewer. Listing a contact does not mean anyone will call them. Investigators generally focus on you, and if they need more detail they will usually ask you during your subject interview. Keep a personal copy of what you entered so your answers stay consistent later. If you are unsure how a particular field applies to your situation, your FSO or security office is the right person to ask before you certify the form.
