Is CA Considered bad?

My Q clearance was initiated in Sept 2018 and I had my interview a few weeks later. My ex wife told me she was interviewed just two weeks ago so it has not been moving along very fast. Today in JPAS it shows on February 21 it went to “CA Considered”.

What exactly does that mean and is that a bad thing? My security manager wasn’t exactly sure what that meant as he has never seen it before.

CA simply means Closing Action considered. Some items are still open on the case but they are not mandatory items needed to close the case, but a case reviewer has to review before they can close it.
