OF 306, Sibling Contractor

A direct report of mine is in the process of getting a public trust as a contractor to GSA. A sibling of theirs is employed by the same company. The question is specifically about this bit:

(Include: father, mother, husband, wife, son, daughter, brother, sister, uncle, aunt, first cousin, nephew, niece, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, sister-in-law, stepfather, stepmother, stepson, stepdaughter, stepbrother, stepsister, half-brother, and half-sister.) If “YES,” use item 16 to provide the relative’s name, relationship, and the department, agency, or branch of the Armed Forces for which your relative works

Is an employee of a company that contracts to the government considered “working for” the agency?

Since the form is being submitted to GSA and GSA is the agency requiring the public trust, I would say yes, they have a family member working for the agency to which the form is being submitted.
