Request to explain Non-Criminal Court Action

On SF-86 I disclosed that I was party to a civil suit. I was asked to provide details. This was a civil action in which I was a plaintiff against county government for sexual harassment. No matter how I answer this - it seems I am going to be viewed as instigator, despite the fact I was a victim. The case settled out of court and the defendant paid some monetary penalties, but I am struggling providing a reasonable answer on this…

Any advice on the matter? I was asked to submit documentation and I requested official court record of Judgment and Complaint. How should I approach the answer? SHould I talk about the details (I fear that if I do - I may appear as making justifications - if I don’t I fear that it will be perceived as avoidance…)

The “reasonable answer” is the truth. No one cares if you’re a plaintiff or defendant. An investigator will pull court records and never give it a second thought as long as you disclosed everything properly.
