Sead 4 exceptions

I am currently cleared with DOD and another IC agency at the TS/SCI FSP level. I am currently in process for another IC agency at the FSP level. They came back to me a couple of weeks ago saying I need an exception for SEAD 4 for SCI access with them. My other clearances, I don’t believe have exceptions on them. My question is will this affect reciprocity if let’s say I wanted to leave what I do now and be cleared somewhere else, as I know exceptions can be a no no?? Or will my reciprocity be good since my other sci read ins and my initial clearance was granted with no exception.

According to that aticle, a waiver involves concerns about foreign contacts. This is an area that seems to get different levels of scrutiny depending on the job and the agency. So maybe this concern will be reviewed if you change jobs… or not.

And perhaps the issue is something completely different. Not a very helpful response but I did want to share that article I found, even if it a few years old (2017)
