For SF85P high risk (BI) will the previous employers, neighbors and personal references get contacted personally or they will get the letters in mail? What is the difference between MBI and BI? Please somebody clarify? I have been living in the current apartment since 8 months and I don’t know any of my neighbors. Is it ok if I give my rental agency as reference as there is nobody else to use for neighbor reference.
BI is the same as an SSBI without the clearance. They will interview all listed sources within the scope of investigation. You can list anyone who has knowledge and has been to where you live. The investigator will solicit additional sources as needed.

For most agencies and federal contractor positions a high risk position requires the individual to be a U.S. citizen. In unusual cases where the expertise can only be filled by an individual who is not a U.S. citizen, then the employer must submit a waiver explaining why the position cannot be filled by someone else who is a U.S. citizen.
