SF85P - less than 7 years work experience

I am in the process of filling my SF85P (public trust clearence). The application is asking for 7 years work experience. I only have 4.5 years of work experience. Looks like they need 7 years to complete and submit the application.
Should I use “Unemployment” for the remaining 2.5 years ?

Yes, you would list unemployment if you were unemployed.
