Tier 3 secret/confidential

Is there anything different between secret/confidential clearances anymore since they are both tier 3?

Anyone know? I guess a little suprised that someone with a confidential security clearance thats due for a reinvestigation would need to be evaulated more thoroughly at secret level as opposed to confidential.

Why would you believe that a confidential clearance is a T3? Secret and confidential clearances are two different investigations.

OK. Got it. I was thinking confidential in terms of Public Trust. I think there is some flexibility in the term, but I see in this case it is used as a classification.
