Is an appeal to AVS (formerly DODCAF, formerly CCF among others) something new? I’ve heard of appealing to DOHA but not DODCAF.
It is not an appeal, they are merely being given an opportunity to address the issues in the SOR to provide additional information to the AVS before a determination is made to either grant or deny eligibility.
Thanks for clarifying. In the time before DCSA and the newly named adjudication board, did DODCAF offer such an opportunity to address issues?
It was typically a written response to an SOR or Letter of Intent to deny.
I received an SOR for a PT job i applied to with NSA but was denied. I responded to that SOR.
At the time i was on a DOD contract and my clearance was held by DCSA. Because i was denied by NSA, even through it was PT job, i was then “denied” my clearance for the job i was already on. The crazy part is that i had just had my CE done the month before.
I never received an SOR from DCSA regarding that denial. I was just taken off the contract.
My SSO says he thinks they are just waiting for NSA to make a final decision.
This sounds a little sketchy to me and maybe somewhat illegal given no due process was given by DCSA.
Is this normally how this works?

Without knowing what the cause of the denial was and how it applied to your DoD eligibility it will be difficult to provide advice. But you are correct, DCSA should have provided you the reasons for why they pulled it and given you appeal options if the decision is final.

The issues were minor like getting written up at a non cleared job 9 years ago and not getting written up by a team lead 8 years ago in cleared position because he wanted me to break IC protocols and write a product using his method instead of DNI approved guidelines. They also tried to insinuate i “lied” when they did my security interview for the PT job. I did not, they actually put words in my mouth on their report. I believe i fully mitigated all the concerns but given the climate i’m not confident.
None of it had anything to do with my DOD job. I have never had a security violation or even a minor spill in 20 years being cleared.
I don’t know if should push DCSA to give me an SOR or not given my SSO put Customer service request in for a reconsideration even though i’m no longer employed there. They said they are still sponsoring me because they want me back but all i know is what i’m told.
I did request my records from DCSA and definitely something strange is happening there. They ended up sending me old adjudication requests from military to IC. All i asked for was my basic screen shot of my DISS screen profile. I’ve gotten them and never had any issue before until now. I also asked for any record regarding the most recent CE that was done in May and they told me they don’t have any records about that and if they did, it would come from a totally different division and they had no idea how to get them. A real ■■■■ show to be honest.
