I understand SF86 will be filled in e-QUIP. But where can I get the newest SF86 form so I could work on all the questions and answers in SF86 in a paper form before I fill in anything in e-QUIP?

You can get a pdf version by simply googling SF 86. It is approximately 135 pages.
