What is likelihood applicant will be denied suitability vs. allowed to proceed?
Did ‘the applicant’ disclose the arrest? Being in the process of being expunged does not preclude you from reporting it. If ‘the applicant’ did not, he or she may be looking at a lack of candor.

Theoretically they are supposed to act alike, but they never do.
The applicant disclosed the arrest within days of it having happened to a person who works for that agency to which the applicant was reporting some information. The applicant was able to provide documentation of that disclosure for their application. And the applicant plans to disclose it fully on SF 86 for a different federal agency to which they are applying.
