Reapplying To Same Agency One Year After Suitability Denial

I was denied suitability at a DoD agency earlier this summer over some issues with my SF86 - (i) arrest (case was dismissed prior to arraignment), (ii) dispute with employer (I quit but my employee file says I was fired), (iii) working under the table (the concern was that I didn’t pay taxes and I clarified that I didn’t make enough to file taxes).

I am planning to apply again next year when it’s been a year since denial and when all of the issues fall off the 10 year reporting period (7 year for the arrest). How likely/typical is it for them to raise the same concerns again despite them falling out the reporting period? If that does happen, would it be likely to result in denial again or would it be more of a matter of reiterating what I said before (mitigating factors, context, extenuating factors etc)?
