Clearance denied by one agency, granted by another?

Hi all, I was wondering if anyone has ever heard of being denied a clearance by one agency, then being given one by another.

For example, clearance denied by DoD who uses DoD CAF, but accepted by CIA, NSA, DIA, etc…who do not use OPM or DoD CAF for adjudication.

NSA and DIA dont use DOD CAF for adjudication? They are both DOD agencies.

I’m pretty sure NSA and DIA do their own adjudications, at least for direct hire employees. Contractors might still go through DODCAF (now part of DCSA).

I have heard of people who could not get past the poly with one agency but did get cleared with another, sometimes even after taking a poly with the new agency.
