Favorable VS Unfavorable

Question: What happens if my investigation case file does not have unfavorable ( no complaints)?

I have my investigation case file, and I noticed that what anyone should be worried about is unfavorable on his or her case.

When an investigation is completed, the investigator drafts a final report about the entire case and in the report he states the unfavorable.

The adjudicator then follows up with a letter asking you to clarify or resolve the unfavorable situation.

Unfavorable means ( any type of issues /misunderstanding/ troubling case).

My investigation case report literally states that the subject meets all adjudication criteria ( favorable).
