That is correct. However, there are the usual onboarding costs for hiring a new employee that any business faces, plus it can impact the customer’s confidence in that contractor if they see a lot of turnover, especially for contracts which involve a lot of on-site presence and direct contact with govvies.
Also, if that position is vacant then the company can’t bill hours! This is even more of a problem with some of these contract vehicles with numerous companies all trying to get their candidate selected by the government POC. You sometimes see virtually identical job postings on different company’s job sites… so if Giganticorp can’t fill the job maybe XYZTech will.
The sponsoring company actually does pay for the investigation. I’ve seen the cost in PIPS. Not only that, but when you see the news reports about investigators who have been prosecuted for falsifying their ROIs there is a hefty restitution price tag attached to their sentence to reimburse the government for having to rework all of their cases.
My understanding is that the government agency sponsoring the investigation foots the bill. And the last time I saw a “price list” it was like a few hundred bucks for a routine investigation with a small added charge for “fast track” or whatever.
Looking to improve oneself is not a conflict. If company A is not moving you forward you are free to pursue other opportunities. If they want a new equip they may want to see personnel file. You can’t stop that. Sitting around waiting for company B to clear you while you perform company A work is not a conflict. If company B offers a new position you prefer, you resign company A and move to B. But only do so after clearing.
The cost figure n pips is snot charged to the company in any fashion. It is used for internal accounting measurements. Please be careful about what you discuss in an open forum.
