Nice to have some form of clarity, hopefully this allows us to do our damn jobs without the distractions.
Couldn’t access that article but did find some info on another site where they said CIA will meet the goal of 1200 fewer heads “in part” through attrition; it also said there would be similar cuts at other IC agencies.
A friend speculates that there will be some major restructuring across the IC, some people will find they need to find a new assignment outside of their comfort zone, and that might spur more retirements. Recall that the government as a whole but especially the IC has been waiting for a “wave” of retirements. The IC had a big hiring surge after 9/11 and all those fresh young faces are rather old and wrinkled by now (kinda like mine)
For about a week now, I have heard growing confidence within senior leadership that the magic number would be reached without more firings. The article now corroborates that as of now. I will say, there are several areas within my agency that are being looked at for reorgs, a few are underway I think. Shouldnt have impact to officers’ job security, just realignment.
I’m interested to see how big of a hiring decrease there will be over the next few years.
Some years back the head of one of the IC agencies told a conference, I’m really good at creating new capability to respond to a crisis… but I’m not very good at cutting back in other areas to pay for that new capability. Because the moment I suggest we could cut back in BR-549 because that mission is no longer a major priority, somebody pops up saying “OH NO YOU CAN’T DO THAT!!!” and if that somebody is from Congress or OSD then we don’t cut it. And we just get bigger.
So maybe now there will be some serious restructuring beyond the usual superficial reorg.
