Damn, If the wait wasn’t going to be long already. To be honest I stopped “thinking” about the process probably 2 months ago. With everything going on I have more than enough on my mind to keep me busy…Not getting myself or my family sick, not getting laid off and everything that goes with that. So yeah the clearance right now its the most important thing but I still will be happy when\if it happens.
Before all this I was “hoping” to here something either way in June (one year from submitting SF86) now if I hear something in Sept Id call it a small victory. Last I heard was the “your still processing voicemail, no need to call back blah blah” back in Jan.
I feel you on this one having resigned a senior position in January when we had 100% employment and a surging economy. Fast forward to now…isolating…social distancing…virus…
We truly are in a “not seen in my lifetime” situation. I remain positive but as it stretches out…will accept less and less compensation to cover the bills and work back up to where I once was. Anybody’s guess what are retirement savings will be when all is said and done.
5 CFR 731 is a code of federal regulation written by OPM to regulate suitability based on investigations done by OPM. The suitability discussed in the thread was for IC agencies that don’t use OPM for investigation and therefore have their own criterion for suitability. You can’t appeal a suitability decision by a 3 letters agency because there no regulation to base your appeal on. when such agency makes an adverse suitability decision and send a rescind letter to an applicant, the agency explains in the letter that the applicant can’t appeal the decision but can reapply after 12 months.

I work for the DOD and I know someone who got upgraded from Secret to TS/SCI and was never polygraphed. They merely had to agree to submit to random polygraphs if called upon.
However, this could have been an extenuating circumstance as this person did not change agencies or jobs. They already had established employment and merely needed more clearance for a new job assignment.
That’s how it worked at one place I used to work. When I was there, it was done randomly (for the most part ) and pretty unusual, but as I understand it they have tightened up a bit. However, people can get the initial clearance without a poly and if they do get called I think it is only the CI questions.
Hi. I am being processed by a contractor for a DOD client. He said that after my BI and adjudication is completed I am getting my TS/SCI and only then I go through a polygraph with the client. Is that true or did I misunderstood him? I thought that poly is part of getting TS/SCI clearance.
A little over a month ago I got a call from my BI investigator who said she needed one last detail from me and then she is “sending a report”. Which she did. I called my recruiter to ask if I’m already in adjudication stage and he, after talking to someone in DOD I think, told I’m still in processing. Is it normal that adjudication didn’t start after final report had been sent? Or is it because of the slowdown?

No, I haven’t. I am not sure that DOD does it the same as a three letter agency I was processing for earlier. There, i had an interview followed by a poly and then BI.
My current gov consulting recruiter said I will go through BI first (for DOD), get my TS/SCI and then take poly for a client. I am not even 100% sure if that is really the correct order…I thought you have to get a poly before getting TS…
My first SCI, same as last two batches. I watched a non sensical video, signed non disclosure agreements. Fast forward 10 years…had to take polygraphs for same series of SCI. 5years later, repeat…
@Amberbunny2 Do I remember you said Langley turned over all their adjudicators? Does that mean they have staff currently adjudicating clearance applications?
They are still using some of the same ancient videos for certain accesses. It is almost embarrassing. Of course the ones that look slick with ‘actors’ are almost as awkward.
Its sad! After managing SAP SCI for 9 plus years I was recently rejected from a position because I did not specifically say " SAP" in resume. ." Literally read folks in and out for multiple accesses above TS SCI Full poly for 9 plus years, being told I did not have NATO Secret, did not qualify. Told them “I’ll watch your video, honest.” They acted like it required calculus and trig to read folks in and track briefings. That is security manager 101. Sometimes I think we do too good a job telling everyone how hard our job is.

Any idea as to why a BI hasn’t started 33 months after sf86 was submitted? wouldn’t 3 years be enough time to make a decision on suitability?
Wow. That is a long time to sit. Are you positive the client actually shows it as “in process, awaiting funds,” or “in the rack for initiation”? I’ve see long waits of 12 months but nothing that long. If the FSO isn’t following up monthly on that…they are wrong.
