"Loss of Jurisdiction" - Confused

I received SIR in January 2025 for financial debt and responded to it with 181 pages mitigation on March 12, 2025. DISS has been showing “adjudication in process” since then. Tentative offer was withdrawn on July 23, 2025. Then, DISS is showing “Loss of Jurisdiction” on September 12, 2025.

Now, I have a new offer with another agency. Does new security officer need to submit CSR to finalize already months long adjudication process?

I was also told that DCSA made their adjudication/eligibility determination between July 23 and September 12 and I need a new sponsor to see this determination.

I really do not know what to believe so I appreciate your comments.

Thank you so much for your detailed feedback. I appreciate that. I was already upfront with the new employer security and provided them with the detailed chain of security clearance events. SIR dated December 2024 literally said “Eligibility: SCI-ICD704”. This SIR is all about charged off accounts. I created 181 pages mitigation documentation which was submitted in March 2025. I shared all of this with the new security officer. I was told that once CSR is submitted, the adjudication process is continued and finally completed since the mitigation evidence is already in the record. Agreed?

It may not be quite that bad if you have skills that an employer needs AND they have uncleared work for you to do in the meantime. That can be a hard mix to find… but not impossible.
