Most of what you’re hearing is rumor mill noise from people with too much time to speculate.
GOVs aren’t going anywhere anytime soon not until the workload goes fully virtual or DCSA pivots to contractors handling all in-person work. Neither of those is going to happen anytime soon. It would require significant contract modification with the primes.
A reclassification to GS-11 is equally unlikely. A grade plate study completed less than 18 months ago assessed the role at GS-12 despite BIs pushing for GS-13. OPM isn’t going to commission another one without cause. Those studies are expensive, and there’s no credible argument that the day-to-day duties of the job have changed materially in a year and a half.
