Not eligable for reciprocity?

Had a company run my clearance for a program at CIA, but was told i was “not eligible” for reciprocity from DISS to SC for that contract.

Anyone ever had that before?
Isn’t reciprocity legally mandated? I know that doesn’t mean that the agency has to grant access.

Ah yes, “reciprocity.” More of a guideline than an actual rule. Unfortunately this is not terribly unusual.
