This may be a question more for the investigators, but I’ll post/ask it here. In this case:

there were apparently 2 SF-86 submissions. It appears they were likely related to the same set of issues (alcohol). Details are here:
“On November 3, 2009, and February 12, 2015, Applicant submitted a security clearance application (e-QIP). On May 10, 2018, the Department of Defense (DOD) issued Applicant a Statement of Reasons (SOR), detailing security concerns under Guideline G, Alcohol Consumption.”
So did the investigation get “old” when the newer issues came to light? I’m not sure what’s going on here.
