I’m getting ready to start a new position as a contractor for DoD. I have a TS/SCI with a CI. My current FSO checked on SC and it says that I was enrolled in CE with DoD as of last week. On DISS it shows in process still though? I’m a bit confused since I figured you would have to be crossed over fully to be enrolled in CE?
Mine went the other direction from 3 letter to DoD. I had completed my CE forms maybe 6 months before going to DoD. But I was coming up on my 5 year polygraph and the two systems had a few disconnects before final ruling saying “CE”. So I started and stopped E-forms several times. Give it a minute. They should level up
Ah. Its showing in DISS as both enrolled in CE and adjudication in process? I figured that CE meant that you crossed over already. Have you seen this?
Id file it under “ish”. I used to call this the “no-no-no” check. Where they see if you answered yes to any questions. Once their review is complete it will catch up.
What do you mean by “ish”? Security lingo flies over my head lol
I think they wil synch up. If they did a “cross over” they review pertinent questions. If all good, your clearance carries over. Then both systems should synch
A bit of an update. the pending status in DISS was because of a CE hit. Stangely though when I submitted a FOIA request the hit happened when I was on a ODNI contract. I self reported to ODNI and it was taken care of quickly. I had to submit an updated SF86 a few ekks later. Two days after I submitted it my DoD CE date changed to 09/12/25 though my case still show pending in DISS. In SC there is no pending actions. I always thought that in this case teh CE would be updated after a full adjudication?
They can take a while. SC and DISS…sometimes plays nice together. SC can show DoD but I’m not sure about DISS showing SC. I would notify security manager on both sides to see if they can synch up.
Just what is “Scattered Castles” after all? First time I heard of it, it was using PKI certificates to verify a user was authorized to access web sites. Now it seems to be a huge linchpin of the entire security system. But it is mainly for inter-agency use, correct? Some security officer from one agency enters data in there so another officer from another agency can see it. And I think it is run by ODNI now… or it was… or something.
Yes, pretty much a repository for clearance history and active clearances. I used it to track where our candidates were in the system. ODNI is owner. Very user friendly.
Oh I meant as far as having an updated CE for DoD but still showing as DoD pending in DISS. I was always under the assumption that the CE date changes after your open investigation or CV hit in my case is adjudicated?
But you have to have some kind of justification to be a user? Not just anyone with JWICS access can sign up, correct?
Correct. If your agency uses it, and you have a need…they can authorize access. But they control who gets in. I managed the visitor control center team who verified all clearances for official visitors. At first I was denied. Then after the government “wrote up” one of my Access Control Officers for not following the process, I argued “how can I be held accountable when I’m not even allowed to observe them using the process?” So, to manage the function I was granted access and then able to see what my staff was doing. Three letter agencies are weird.
