If you had a civil case that was dismissed and also expunged/sealed, do you still need to list it as a “public record” civil action? I was going to mention it in the comments but wasn’t sure if I actually need to do so, because the case is no longer on the public record.
Does it meet the time threshold of the question? If so…list it. My experience is that expunged doesn’t really mean much, except that you pay an attorney to do some expungement paperwork for you. There is often still something in the records.
