SP-85F Section 23.1 Question?

I am applying for a Public Trust, and I am unsure whether to write yes or no to question 23.1 on the SP-85F:

" Has the U.S. Government (or a foreign government) ever investigated your background and/or granted you a security clearance eligibility/access?"

I had a successful Tier 1 investigation by the government in the a previous government role – so they did investigate me. But this was not for a security clearance – it was just for a Tier 1 badge/PIV card.

In regards to the question, should I answer “'yes” or “no”?
