@Typographical_Error remember Section 19 has to meet the criteria of close and/or continuing contact to whom you are “bound” (or tied) by affection, influence, or obligation. Both of those have to be met to meet the criteria of a foreign contact. The bound part has to be met and not just close and/or continuing contact with a foreigner.
