I’ve been in the background investigation process for about 14 months now. I completed my polygraph and PSI earlier in the process and have not been scheduled for a re-polygraph. My references and some employers have been contacted. The last contact I had with them was 2 months ago.
How can applicants typically tell when their case has moved from investigation to adjudication? Also, is it generally appropriate to reach out and ask for a status update at this stage, or is it better to continue waiting?
They can’t. You have to wait, and wait and wait. Best of luck

If you are a contractor employee, the security office may be able to find out. If you are applying for a direct hire government position, then HR may know. But in either case, it won’t be much help because adjudication is kind of a black hole, where no information gets out until it is complete.
The one exception is if the adjudicator requires additional info and someone contacts you. In which case at least you know it has reach somebody’s desk and isn’t languishing in a queue somewhere.
Unfortunately the IC is a total ■■■■ show right now. There have been many cuts and some agencies are in a freeze.
There is no set time frame on how long BI can take it depends on several factors, agency and manpower. No one here can tell you that but I can say 14 months is not unusual so I would just get comfortable and be patient it will happen when it happens.

There are very few, if any, adjudicators left at AVS. So anyone with interim eligibility is essentially stuck in purgatory. DCSA has resorted to basically cherry picking cases on priority of whether the subject will lose their job if they can’t get their final eligibility determination. Those requests are coming from CSRs filed in DISS. It sounds like the fed staff who are adjudicating aren’t actual adjudicators but are being pulled from other missions within DOD.
Sorry you’re in this position. It’s just a bad time to try and get a security clearance.
They are all just jockeying to justify their jobs. There will be more denials.
