Are Periodic reinvestigations still done?

Hi All,

Has anyone had a “PR” done recently? I’m in CE, does that mean i will or wont need to do a “PR”?

My understanding is that the only thing that will trigger an investigation for someone in CE is something popping up in the periodic automated checks they are supposed to be doing.

I stand ready to be corrected… and ready for the Powers that Be to change their mind on this whole thing.

It’s very confusing. I have a PR date 5 months away but the way i understand it is that there is no more PR like it use to be. But what is confusing also is that if there is no PR then how does a clearance go “out of scope”?

Again, let me share my “understanding” with the caveat that I can’t cite any specific reference for this… that having been said, clearances no longer “expire” as long as you remain “active,” and they can be reinstated if you have been “inactive” less than two years.

Exceptions are of course numerous.

Now the last time I had to fill out a questionnaire for a PR the window for filing was pretty narrow. That is, the FSO could only request a new eQIP like 30 days before the old investigation “expired” and that was at a time when the period was extended to six years. So you still have a few months before you get tapped for a new eQIP (or whatever its called now) if in fact you end up having to do one.

I’m not sure but some customers may want an updated SF-86 anyway just to have a look at it and make sure there are no red flags… anyone else encountered this?

The five year PR is pretty much history. My agency has implemented CE for everyone, both clearance holders and public trust employees. If an issue comes up, agencies are encouraged to either resolve the issue or request a RSI. Every five years, employees must request a new set of case papers to review for issues but not submit them for any investigations. I think this is a temporary requirement and will eventually not be required.

I would know your CE date. In the DCSA world you should submit an updated SF86 60-90 days before the 5 year renewal of your CE date. 99% will be automatically re-enrolled but we’re at the 5 year historical marker of that first big batch of CE enrollments from 2020, so yesterday at an NCMS webinar we (FSO’s) were advised to request 90 days out as these updates are taking 4+ weeks instead of the traditional 4 days. As far as interviews and people being contacted, that is very rarely happening unless it’s needed.

Yes sometimes out of cycle SF86’s are requested, usually because something in the CE system pinged the request. That notice goes to the FSO to send to the subject.

Yes, this is supposed to go away at some point, many years ago I was told that NBIS/eApp would eventually be a portal where those updates you submit to your FSO automatically update your SF86, instead of now we report but they are not on our SF86 5 years later. We’ll see if Elon notices this and gives our systems this much needed massive logical update.

I can’t speak for the IC, as I’m all DCSA over here.

Some IC agencies have gone to a system where currently cleared employees fill out an online form every year that is similar to an SF-86C, that is, has anything changed in the past year. Not sure if this also applies to contractors.

Yes, they are. Mine was performed last Feb. Typically, its a 4-5 year reinvestigation period but as government is often under manned and over burdened, they are may be slow in initiating the process. Certain agencies like ODNI utilize CE and thus free you up from the financial disclosures but while I was there a PR was still required, be it a bit late.

There is also a “random” submission process as part of the CE/CV program where x% of clearance holders are required to submit a new security questionnaire “out of cycle”, meaning before the five years.
