Background Investigation Still Showing in Progress

I received a TJO in August 2019, my job offer was rescinded. I contacted the personnel security specialist twice. First contact was in November and the PSS submitted a request to DSCA to discontinue. I tried submitting FOIA request for my background in Jan 2020, but I was told it still open. I contacted the PSS on 1/9/2020 to inform them that DSCA said my background investigation is still open. The PSS contacted DSCA again to discontinue the background investigation. I called DSCA before filing a FOIA, and the GIS said they can see note from the PSS to discontinue the background investigation. Today I received a letter from DSCA, stating my background investigation is still in progress.

What is going on here, something does not sound right at all?

Is this for a contractor job or a government position?

Also how far along did you get into the BI process. Did you meet with an investigator yet?

This is a SF-85, the security specialist contacted OPM to discontinue. OPM has the note in the system.
