If people would set up their voicemail so that a message could be left, that would be very helpful to an investigator. Or, just checking a voice mail would be helpful as well. Text messages are not my preferred way to contact sources or subjects, but it seems to be the only way to get someone’s attention. I understand that spam calls are out of control. But, if a subject knows that they need to be interviewed for a clearance, answer the phone or check your email.
