Is there a conflict of interest if I work full-time doing DCSA cases and part-time for another company doing CBP/ICE cases?

Probably. Would need authorization to do that Iā€™m sure.

As an independent contractor ā€“ no, but you need to let them know about both employments just in case there is a crossover somewhere you are not aware of.
