I believe all agencies can look up your clearance in EPAS and in scattered castles. Whether they will transfer your clearance is a different story. There isn’t a great deal of reciprocity among the 3 letter agencies for transfers.
Respiratory doesn’t exist between the IC & anyone else. DCSA can see that an investigation has been done by them, but that’s it. NSA wont release the investigation so DoD/DCSA will have to do their own. You may luck up & get an interim while they investigate if the position allows it.
Some years ago I worked as a contractor on an NSA program and DCSA (or OPM or NBIB or DSS or whoever it was at the time) did the investigation. It went to NSA for adjudication. I think DIA does (or did) do the same thing for contractors. So there is some possibility that DCSA can get that investigation and maybe re-use some of it. If so it might save some time, depending how long ago your most recent investigation was completed.
