Can someone receive a public trust security clearance even though they did not graduated or received GED? Instead they will be using a homeschool diploma issued by the parent.

- high school diploma is not a requirement to receive a positive adjudication but may be a requirement for a specific job position
I guess my question is how would it be verified, considering the transcript is created by the parent? Will that be an issue?
It is not an “issue” your investigator will tell you what information they need. You are not the first person to be home schooled. Do not worry about it.

The home schooling process is normally monitored by the state (or local school board) where you went to school. These programs is authenticates the high school diploma. Some states have a private organization that validates the education program.
You will not have a recognized high school education if your parent did not go through one of these programs.
