I was cleared 1 year ago for purpose of issuing identogo pre-check passes, but never used it. I got an eQIP badge in March 2017, active for 5 years. It includes Twic privileges, and shows that homeland security verified me as having no criminal record and trusts me to issue people a pre-check pass for TSA.

Is this the same as having a clearance?

No it is not. You went through the HSPD-12 PIV issuance process and Transportation Worker screening. It has nothing to do with a security clearance.
