Secret Clearance Denied

I was denied a Secret Clearance over a year and a half ago for financial reasons. I had several old state tax liens that were not resolved and the judge in my hearing did not like that it had not been resolved timely enough (went on for 10 years). I have seen paid them off.

I now have a position that requires a moderate Public Trust by the Dept of State. Will the denial prohibit me from getting the PT?

Seems like you would have a good shot with the mitigation of your financial issues and no repeated behavior but it is State and they march to the beat of their own drum.
