Does this person maintain contact with relatives/friends who are still Russian? Are any of those friends/family members connected to Russian military/intel/defense? How long ago did she become a US citizen?
Depends on the agency. If it’s in the IC world, the rules are stricter. (meaning there is additional paperwork to complete for folks who are naturalized but born outside the US, regardless of country)
On the SF86 contact with foreign nationals goes back 7 years. So if she was a foreign national in the past seven years, and you had contact with her (within perimeters…close, and/or continuing) she would have to be listed. If you have known her only after she became naturalized, she is not required to be listed.
