Should i even begin dating this Ukrainian?

I have a friend who is trying to setup me up with this woman. She has been in US for 3 years, owns her business and while she is an Ukrainian, she has lived in Switzerland prior to coming to US.

I did ask my friend of her resident status in US- I guess its probably business visa vs green card or asylum.

Here’s my thinking: if she’s PR, I will ask my security officer if its worth dating her- if the officer comes back after asking client and give me green light, is everything most likely going to be ok? Provided i fill foreign contact form etc of course.

Or I should just say no no matter what? I do have ts and going to get fsp.

If you like her, date her. You are required to report any close and continuing contact with foreign nationals. If it ends up meeting that criteria, report the contact to security. Just be mindful of foreign influence and security concerns.

PR = FNC. I’m not sure what that changes

Also for some IC agencies, dual citizens and naturalized citizens = FNC too.

How about, go on the date and, if it goes well and you keep seeing her, report it, and if not, then no need to say anything?

I meant that do the types of PR differ? Like asylum, business visa. Green card ,etc?

And does she being Ukrainian matter differently if she came from there vs came from Switzerland? Or to IC, its the same bucket as “just report it and nationality, Circumstances etc. Don’t matter”

Just follow the rules and report her as a new foreign national with whom you have close and/or continuing contact WHEN that contact becomes close (second base?) or continuing (third date).

No, don’t ask your security manager for permission. You don’t need it. The rules say “report close and/or continuing foreign contacts,” not “your security manager, who may have an IQ of 65, has prior approval on all your dates.”

Take online advice for this kind of stuff with a grain of salt. Half the replies are from incels who would never have the stones to approach a Ukrainian woman, or haven’t gone on a date since 1992 if ever. The other half of the replies are from chuds who have never left the US and wouldn’t have a reportable foreign contact in a million years.

if things go well, in 10 years you’ll be telling your kids that you asked the internet for permission to date their mom!

What about those of us who are married and world travelers? We have already been through the ringer and made it to the finish line. Does our advice count?

Dont bother asking your FSO, there’s no need. He/She cannot do anything with the info…they’re not gonna go back to the client and ask.

IF the contact continues be sure to report it. Personally I’d ascertain her DOB, POB (these things can come up in normal “getting to know you” conversations) Just don’t be all “oh, I work in a cleared industry, what’s your current citizenship status”

One note of caution…IF you get to the point of cohabitation and/or marriage, and she’s not a US citizen, AND you go to work for any agency in the IC, life becomes more complicated. There is a TON of information that will need to be provided, and getting adjudicated can become lengthy (if for instance she has 27 foreign national relatives with whom she stays in contact, and you’ve hung out with 15 of them each year.)

Hmm I think i read some story, might be anecdotally, that some dude who married a Russian (red flag?) And then IC revoked his clearance when apparently his wife has a cousin she doesnt talk to at all but he served in the Russian army or something.
This is why I initially posed the question about “asking permission” from officer because she is Ukrainian (if she were French I wouldnt) and maybe judgemental on my side, I would think IC would view some nationalities (e.g Russian ,Chinese etc.) More unfavorably, especially they don’t allow you to travel there. Like i am Chinese and I can’t go back to visit or meet even relatives but I am OK with it..

I don’t think dating a Ukrainian girl would be at all an issue. Yes, he should report it if she is a non-citizen but its not one of those restricted countries. I don’t think they would have an issue personally.

Like I said, go for it. If it goes somewhere, then deal with it.

That’s fine - I just know that some countries like China are no to travel so I would figure dating people from certain places who are not us citizens could raise more eyebrows than not.

So a former Russian woman who is now an American citizen and has lived here, worked here and complied with all US customs and laws do you think that would/should be an issue for someone dating her who holds a security clearance. There is a reason I am asking this.

You know that China is “no to travel?” What does this mean? That American citizens are barred from traveling to China? That security clearance holders are barred from traveling to China? Both are manifestly untrue and this is a prime example of the half-baked “advice” some people dispense without any citation or authority.

Any clearance holder planning a trip to China should certainly follow the rules; report the travel ahead of time. Some people - not very many - work on special programs with special rules that may in fact include stringent travel restrictions. They know who they are. For the rest of us, it’s ok to visit China unless instructed otherwise.

I mean for me. My last ic and this one both said no. Well one officer said heck no and the other one asked me if I heard what she said when she explained the dangers of going there…

Likewise I’ve been told “oh heck no” to a country other than China. Some folks have special rules, and as someone mentioned, those folks know who they are.

Does this person maintain contact with relatives/friends who are still Russian? Are any of those friends/family members connected to Russian military/intel/defense? How long ago did she become a US citizen?

Depends on the agency. If it’s in the IC world, the rules are stricter. (meaning there is additional paperwork to complete for folks who are naturalized but born outside the US, regardless of country)

On the SF86 contact with foreign nationals goes back 7 years. So if she was a foreign national in the past seven years, and you had contact with her (within perimeters…close, and/or continuing) she would have to be listed. If you have known her only after she became naturalized, she is not required to be listed.

Why are you even worried about right now? You haven’t even seen her. Go on your date and see what happens. Put it this way, if it turns out to be something special, you won’t care beans about your clearance. After all, what’s more important to you? Love or cleared work?

So i did get clarification on her resident status. She is under some protected status due to war in ukraine and she is trying to be a citizen. I guess the label doesnt matter since it is PR either way?
