You’re over thinking it – report her once the contact becomes close or continuing.

No, it doesn’t change anything. Until she’s a naturalized US citizen she is a foreign national.
Go out, see how it goes, and if you continue to see her report it.

Sure I am engaged to a Russian (Now US Citizen) and I had to report her and her family but in the end it was approved and never heard anything else about it. It depends also on the agency on how strict they are. I have many other red flags but still was granted a TS/SCI.
