I assume IADP stands for Intel Analyst Development Program? I know that NSA has “intel analysts” and they also have “development programs” which are rotational assignments where you go to a different office every few months and get to see different parts of the agencies.
Some programs have a more structured approach where there is a more or less standard progression of assignments; others are more flexible (READ: totally unstructured).
No idea about the ODNI thing except that NCTC is the National Counterterrorism Center. CT was all the rage a few years ago but now it is taking a back seat to other issues (READ: China). In my humble opinion ODNI would not be a good place to start out, you would get more hands-on experience as a working analyst at another agency.
