DUIs, etc. that are outside of TS SF86 scope. Potential effect on application?

I have an employee who is completing an SF86 for TS clearance and I have a couple of newbie questions regarding it.

Police Record (Ever) Section:
-Does she only need to go back as far as the scope, or is this truly “ever”?
-She has a couple of DUIs and a “supplying alcohol to a minor” from back in her college days 20 years ago. Nothing since. Is this going to affect her TS eligibility?

Ever means exactly that: Ever
Conduct that happened 20 years ago has no bearing unless there is more recent similar conduct. She should be good to go if those are the only issues.
